Permits secured, TransCanada to start southern Keystone construction

TransCanada said Friday it will begin construction of the southern portion of the Keystone XL crude pipeline in the coming weeks, following the granting of a key final federal permit.
The company said it had won the third of three Army Corps of Engineers permits needed to begin work on the 485-mile line from Cushing, Okla. to the Texas Gulf Coast.
