The Obama administration and the oil industry clashed Tuesday over an Interior Department report that said the industry is not developing 46 million acres of public lands and offshore area already leased for exploration.

Interior Secretary Ken Salazar said the administration will keep up its push to impose incentives on oil and gas companies to develop leases quickly. But industry representatives responded that the report is misleading, and that regulatory delays are holding back development on as much as half of idle acres.
