Maguire Institute report suggests Obama has overstated drilling comeback

A Maguire Energy Institute report prepared for an oil industry coalition concludes the Obama administration is overstating the comeback in drilling in the Gulf of Mexico.
The institute, which is based at Southern Methodist University's Cox Business School and has deep ties to the oil industry, also suggests the Interior Department's revamped safety and environmental regulations are imposing a "regulatory risk premium" that is adding to the cost of oil produced from deepwater wells in the Gulf.
