The troubled San Onofre Nuclear Generating Station in southern California won't restart for months, the nation's top nuclear safety regulator said Wednesday.

Southern California Edison plans to submit a letter by Oct. 5 that formally lays out the causes of unusual wear to steam generator tubes that have idled the plant's two 1,000-megawatt reactors and plans to resolve the problems, Nuclear Regulatory Commission Chairwoman Allison Macfarlane told senators.
