Interior to hold offshore contractors liable for spills

A day after finalizing offshore drilling safety rules, the Interior Department on Thursday formalized its pledge to hold contractors liable for safety and environmental violations aboard oil and gas rigs.
Guidance sent to department inspectors by Bureau of Safety and Environmental Enforcement Director James Watson largely puts into writing the standards the department had already been imposing in the Gulf of Mexico.
