The rules expected to be proposed in the next few days to govern hydraulic fracturing on public lands will show whether Interior Secretary Ken Salazar can pull off a delicate balancing act.
Salazar needs to show environmental groups, worried property owners and tribes that the department is serious about protecting federal lands from possible impacts of shale gas and oil well fracking.
